Metalink Note 465776.1 describes the availability of the Oracle E-Business Suite 12.0.4 Release Update Pack .

Note 469308.1 describes the Financials updates, and when investigating the list of bug fixes, it appeared that most of the changes are made in the Payables and the Payments modules.
